Kelsey joined UT CTAS in October 2017 as a county government consultant for southern West Tennessee. He previously worked as a legislative auditor for the Tennessee Comptroller of the Treasury and in the banking industry. He holds a B.S. in Business Administration (summa cum laude, 2010) and an MBA (2017) from the University of Tennessee at Martin. Kelsey earned the Certified Government Financial Manager designation in 2019.
