Rick joined UT CTAS in January 1992 as an assistant county field advisor, working with counties that have adopted the Financial Management Act of 1981. Before coming to UT CTAS, Rick was finance director in Scott County. He serves counties in northeast Tennessee (Region 1). He has a bachelor's degree in political science and sociology and a master's degree in city management from East Tennessee State University.
