Rick Hall’s career spans 38 years of dedicated service to county governments in Tennessee. He began as the Scott County Finance Director and has spent the past 32 years as a County Government Consultant with the County Technical Assistance Service (CTAS). Rick has conducted numerous classes on county government purchasing, sharing his expertise and contributing significantly to CTAS's success. His knowledge has been an invaluable asset, setting a benchmark for others in the industry.
