A component of each region's solid waste plan must be an education program "to assist adults and children to understand solid waste issues, management options and costs, and the value of waste reduction and recycling."  T.C.A. § 68-211-842.  After a region's plan is approved, the Department of Environment and Conservation may award matching grants for implementing the education program.
